First off, here are the teen pregnancy rates for the US for 2002: the colors are there for a reason. It's also been alleged that abortion rates have gone up, and in some cases skyrocketed, since George W. Bush came to office. Anyway, I wonder how guys like Bush & Limbaugh, who would gladly see 10-year-old killers, and killers with the minds of children be put to death, think the death penalty promotes Bush's "culture of life".
